In order to implement the "Opinions of the Communist Party of China (CPC) Central Committee of China and the State Council on Promoting the Reform and Development of Work Safety" (Zhongfa [2016] No. 32), promote the implementation of the "Thirteenth Five Year Plan for Work Safety" (Guoban Fa [2017] No. 3) and the "Construction Plan for Supervision Capacity of Work Safety Supervision Departments and Coal Mine Safety Supervision Institutions (2016-2020)" (Safety Supervision General Plan [2021] No. 70), enhance the technical support capabilities for accident prevention and control, online monitoring of major safety hazards, accident investigation, accident tracing, and emergency rescue in the metal smelting field, and provide strong guarantees for the continuous and stable improvement of the work safety situation in the metal smelting field, the National Development and Reform Commission has agreed to build project of technical support center for prevention and control of disastrous accidents in metal smelting , and in 2021 and approved feasibility study report for the project on April 22, 2021 (Development and Reform Investment [2021] No. 557) . The construction project of this center is a national safety supervision technology support project, and is one of the major projects for the construction of supervision capability of work safety supervision departments and coal mine safety supervision institutions.

The project relies on  University of Science and Technology Beijing and China Nonferrous Engineering Co., Ltd. The main construction content includes four platforms: a typical metal smelting processing simulation platform, a high-temperature molten metal storage and transportation container safety testing platform, a gas leakage detection equipment risk assessment platform, and a toxic and harmful gas pipeline network safety accident analysis and identification platform. There are 14 professional research laboratories, and 173 subsystems of instruments and equipment will be purchased. The total investment for the approved project construction in the feasibility study is 492.67 million yuan, of which University of Science and Technology Beijing has received an investment of 410.59 million yuan from the central budget. The construction site is located in the Changping Innovation Park (West) of  University of Science and Technology Beijing, with a building area of 14507.42 square meters.

The goal of the center is to build an international first-class technical support center for prevention and control of disastrous accidents in metal smelting. After completion, it can significantly enhance the safety condition demonstration and support capabilities of new equipment, new materials, and key technologies in the field of metal smelting; Enhance the support capacity for prevention and control disastrous accidents in metal smelting; Provide auxiliary support capabilities for the formulation and revision of technical standards and specifications in the field of metal smelting, safety supervision, accident investigation, etc; Strengthen the ability to conditionally demonstrate the rationalization of emergency evacuation routes, number of emergency equipment, and facility layout for disastrous accidents in the field of metal smelting; The core emergency rescue technology and key emergency rescue equipment research and development strength of typical disastrous metal smelting work safety accidents have reached the international advanced level.

The center can provide comprehensive technical support for the safety work of the metallurgical industry, significantly improving the scientific, accurate, and targeted supervision capabilities of disastrous accidents in metal smelting. It is a national strategic scientific and technological strength in the field of metal smelting safety work supervision. The construction of the center is of great significance in preventing disastrous safety accidents, improving the level of work safety, improving the technical support system for supervision, serving the construction of an international science and technology innovation center in Beijing, and promoting the modernization of the national governance system and governance capacity.
